STANLY COUNTY BUDGET ~~ Schools Loose Again Next Year, ALCOA Dispute Climbs Again This Year

Before midnight on June 30th, Stanly County government must adopt their fiscal year budget for 2012-2013. There may be an option or two to get around this deadline for counties but hardly ever are they used.

The County Manager has presented his budget recommendation to the Board of Commissioners for their review, deletions and additions.
.
Even though the board now consists of 4 County Commissioners and 1 lame duck County Commissioner, history shows that these 5 County Commissioners will just "rubber stamp" the County Manager's budget proposal and ideas for the county during the next fiscal year.
.
Projects we have seen in past budgets to move our county forward like new construction and major renovation of schools, the main trunk waterline from Albemarle to Locust, the main trunk sewer line from Locust to Oakboro, construction of the Agri-Civic Center, creation of the Senior Services Department and Senior Center, a half million gallon clearwell water reservoir for Norwood, a countywide recreation plan, implementation of 911 and merger of the school systems which increased tremendously the per pupil funding by the county for our children, etc. are, once again, not a part of this budget proposal.

With a population growth of only a couple thousand in the last census, an aging population, poor industrial tax base, lack of jobs, a third school closing, decrease in student population and a stagnant quality of life it looks like the leadership of our county is going to continue to let us dwindle.
.
It seems almost unreal that such a poor economy could be happening in Stanly County when we see of all the prosperity in the Charlotte / Meckenburg region.
.
No matter how the county trys to "spin" their school funding justification, our school kids have taken, yet another, "slam" in local funding.
.
Current Expense (and grants) funding to the school system in FY 09-10 by the county was $10,281,906. In FY 10-11 the funding was reduced by $205,638 to $10,076,268. In FY 11-12 the funding was reduced by $538,906 to $9,537,362. The proposed FY 12-13 funding is reduced by another $160,000 to $9,377,362.
.
In summary, from the FY 09-10 budget of $10,281,906 to the recommended FY 12-13 budget of $9,377,362 the Current Expense (and grants) funding to our schools will have been cut $904,544 over 3 budget years.
.
Unfortunately, the student population has decreased, too,  but that certainly doesn't mean the cost of electricity or core expenses, ect. has gone down.
.

As for the Stanly County Commissioners dispute with ALCOA, the total taxpayer expense this fiscal year through May 29th, 2012 is now $127,179.
.
The grand total spent by the County Commissioners on this dispute now totals $4,964,257 taxpayer dollars plus the cost of county staff, etc.
.
This doesn't include a reduction of the $50,000 contribution from the North Carolina Water Rights Committee.
.
In doing research on the North Carolina Water Rights Committee another organization called the ALCOA Relicensing Advisory Committee created by the Stanly County Commissioners was discovered.
.
