FY 2011-2012 ended June 30th, 2012 for Stanly County Government. Surely by now it's safe to assume there will be no additional adjustments to the revenue or expense to the county government general budget or its enterprise funds.
Hopefully, one of the most watched budget items by Stanly County taxpayers was the expense of the Stanly County Commissioners dispute with the relicensing of the dams by ALCOA.
The last report of on this expensive issue dated May 15th, 2012 (send email request if you would like older expense reports) showed that the Stanly County Commissioners have spent almost $5 million local taxpayer dollars on their attempt to prevent the ALCOA relicense.
Now you would have thought that was enough considering when this all started the Stanly County Commissioners only budgeted $20,000 for legal expense on this issue in FY 2006-2007.
But additional research finds that the Stanly County Commissioners have spent an additional $32,215 of local taxpayer dollars for their dispute with ALCOA through the budget year ending June 30th, 2012.
The following is a list of vendors they authorized to be paid:
* $13,643 to Parker, Poe Adams ..lawyers for a grand total of $3,045,059 * $11,498 to Michael W. Taylor Attorney for a grand total of $532,933 * $ 6,471 to Spiegel & McDuarmid for a grand total of $829,974 * $ 603 to Idiscover for a grand total of $ 950.
The new Stanly County budget year began on July 1st, 2012 and so did more legal expense.
Through August 16th, 2012 the Stanly County Commissioners have authorized $3,786 more local taxpayer dollars for their dispute with ALCOA. This brings the grand total of local taxpayer dollars, excluding county staff salaries, etc., to $4,997,154 that the Stanly County Commissioners have authorized to be paid in their dispute with ALCOA.
The following is a list of vendors they authorized to be paid since the new budget year began July 1st:
* $2,931 to Parker, Poe, Adams ... for a grand total of $3,047,990 * $ 855 to Michael W. Taylor Attorney for a grand total of $533,788
WOW.... just WOW!!
After holding 2 budget work sessions (June 12th, 2012 for 2 hours and 15 minutes then on June 19th, 2012 for 2 hours and 5 minutes), totaling an exhausting 4 hours and 20 minutes, the Stanly County Commissioners approved the $53.2 million dollars budget for 2012-2013. The final budget was adopted and read into the minutes for the county on June 26th, 2012 during their session of 58 minutes.
The 120 pages of the condensed county budget includes several items of interest:
*The Economic Development Commission was given a budget increase over the 2011-2012 budget of only $ 17,993 * The Stanly County Airport was given a budget increase over the 2011-2012 budget of $206,660 * The county facilities management budget to maintain all of the county properties received a budget increase over the 2011-2012 budget of of $22,212 * The Stanly County Schools were dealt another DECREASE in their current expense appropriation from the Stanly County Commissioners of $160,000 from the 2011-2012 budget.
